There are no good expansion targets, that's why the BXII is where they are

Strength is cyclical and BYU/Boise won't fare as well in a P5 league w/o the lay ups in the MW & playing as an Indy. Additionally, they bring no market- no conference is banging down the doors to get into Idaho & Utah. If they were valuable properties, they'd be in the P12. They'll be nothing more than more mouths to feed.
